Government Response: The Senedd Cymru (Returning Officers’ Charges) Order 2026

Technical Scrutiny point 1:

The Welsh Government thanks the Committee for the point raised. The returning officers will be the main readers and users of this Order and both the returning officers and the wider electoral community will be aware of the meaning of the term “electoral administrators” in this context (as defined in article 23(3) of the 2025 Order). This term was not defined in the previous Returning Officers’ Charges Order (by reference to the corresponding definition in article 23(1C) of the National Assembly for Wales (Representation of the People) Order 2007) and this did not cause any issues for the administration of the returning officers’ charges.
